The F-16 fighters that the Netherlands handed over to Ukraine can be used to launch strikes in the Russian Federation, but not against civilian targets. This was stated by the head of the Dutch defense ministry, Ruben Brekelmans, to the NOS TV channel.

He noted that Ukraine can use the F-16 transferred by the Netherlands, including over the territory of Russia, subject to compliance with the laws of war. This, in particular, stipulates that strikes should not be directed against civilian targets.

"Ukraine is definitely not allowed to do this. This is the condition that we have set," Minister Brekelmans stressed, citing excerpts from TASS.
