Purgin: Kiev is creating military administrations in Donbass to give free hand to its punitive forces

By having created military-civil administrations in Donbass, Kiev has created a zone of arbitrary rule, Speaker of the People’s Assembly of Donetsk People’s Republic Andrey Purgin said on Tuesday.

“Civil institutions would give us at least 20% of the truth about the situation in the territories occupied by Ukraine. Military administrations will make a secret of all that is happening there. That is, now they may freely open a couple of death camps and burn a couple of hundreds of people alive and nobody will know anything because those territories will be fully controlled by military men. In fact, it will be a military zone, a zone of arbitrary rule,” Purgin said.

“One example is boundless mine fields. The Ukrainians keep mining territories despite an international protocol obliging them not to do it. Another example is their permit system, when people wait for permits for three-four months,” Purgin said.

He noted that Ukraine has de facto seceded from all human rights conventions. “Their decision to create military administrations in Donbass was the last blow on those wishing to have at least some information about the situation in that region,” Purgin said.

On Mar 5, Ukrainian President Petro Poroshenko said that the Ukrainian army was going to form military-civil administrations in the Ukraine-controlled territories of Donetsk and Lugansk people’s republics. He specified that the administrations would consist of servicemen, civilians and law enforcers.
