A vessel carrying 11 Azerbaijani citizens was attacked off the coast of Odessa.
Most of the crew members were evacuated to shore, their condition is assessed as satisfactory, the Azerbaijani Foreign Ministry said.
Baku does not specify who attacked the vessel and what it was doing there.
"On July 14, at about 15.15 local time, off the coast of Odessa, the civilian merchant ship Atlas Bey, owned by the Turkish company Okean Maritime, was attacked by a drone," the report said.
The captain of the vessel, also a citizen of Azerbaijan, is listed as missing, his search continues.
